Yes. You can add NPCs, too, just tell me the where and what. All nations RPd in the IC as not belonging to anyone (Ex: We are now at war to nation x to the west.) are NPCs.

It wasn't actually called Dacia until it conquered all of Romania and Moldova, along with parts of Ukraine, Hungary and Serbia.
Anyway, the current territory looks fine to me.

Inactivity rules:
If player leaves without warning and doesn't return in two weeks, his land becomes an NPC. (NPCs may be conquered.)
If player mentions leaving for a specified period of time, the land is kept for them until they come back.
