Instead of saying that it is inefficient, I should argue that your government is on the road to become a failed state if it doesn't change and reform. But then again, I prefer not to introduce very radical statements.

Be kindly advised that those tribes are most likely Muslims. Also, since you government targets the Muslim populations, in the face of survival and conflict, I would say that the Muslim tribes and the Muslim populations of your country will join against your government. Not to add that part of your population belongs to these tribes.

I doubt rebellions would subside when you have a regime. Even at the height of its power Nazi Germany had insurgencies and protests.

Also, we are in 1907, so Aluminium and Oil are not even close to their value, Assyria is a resource-deprived desert that requires foreign trade just to function, and unless you are literally getting italian handouts there's no way your economy wouldn't be collapsing upon itself.

As for Riyadh, it may be a tribe, yes, but it's a tribe with quite some influence in the muslim world, so frankly if you went for them all the groups in Arabia and muslim-cacus would likely start a jihadist war on Assyria, plus it would really piss off the Emperor.
