Correct, however, it is a slight to Chicago that they were not invited to observe, and the fact that the conference is not completed yet(Berlin took 1 1/2 years IRL), that is the reasoning for Chicago to ignore it. Quite frankly, I don't. With an Empire spanning from one ocean to another, my navy should be somewhat stronger. Or at least I'm very confident of the strength of Iberia.

The flip side of the coin is you navy needs to be committed to places in that empire spanning oceans. Mine is safe in the Great Lakes, able to strike out from the St Laurence Seaway and run to the safety of the Seaway or Bermuda. If only the NSA knew how painful an unrestricted military access to the Seaway is for them. But I digress, Gabon still needs to be conquered. Planning for past that bears no fruition.

I have solely fought Germany. I did not partake in the Day War, nor the CSA Iberian War.

Many Native American tribes(Wikipedia states something like 60-75%) used War Captives as slaves before the Europeans. After them, the tribes used Africans as slaves. I'm simply assuming that half or so of the first nations in my area used slaves at one point. The main tribe, the Wyandot, didn't.
