Correct, however, it is a slight to Chicago that they were not invited to observe, and the fact that the conference is not completed yet(Berlin took 1 1/2 years IRL), that is the reasoning for Chicago to ignore it. More importantly, it's the last area Chicago can nab before she's closed off. So nab it she will, damned the Conference.
