Clearly you did not see the post where I said this war with France would be years down the line, during which Britain and Brittany must grow in strength. That does not necessarily mean militarily, but also economically and socially.

I placed France among the former Celtic lands because the majority population is still ethnically Gaulish, but have adopted Frankish culture. Therefor, there is a decreased penalty due to cultural conversions, as compared to absent penalty for Celtic cultures.

Ok but Britain would rather have a breton influence France rather than the current one, so we will support Brittany in any conquest of France. Besides the last time France tried to invade Brittany they fought them off and marched all the way to Paris before accepting peace so they do the capability.
