You said earlier it was just Delhi, but even then you can't simply claim someone for being inactive. Several well-written wars must be fought to claim an entire state of equal (or greater) power. You clearly state here that you intend to claim all of India.

Sorry to say, Scotland has been conquered by a Breton England (renamed as Britain). You can, however, apply for Scottish rebels and attempt independence. If it fails, you can try to carve out a new realm elsewhere. Furthermore, you can always switch countries if desired.
