It was in Roman times. As medieval times took over, pilgrimage became the closest thing to a vacation that anyone got due to dangerous roads: bandits, horrid infrastructure, etc. Once the Renaissance came, tourism started boosting again when new things started to flourish, as well as a decline in the practice of banditry.

This belief carried into medieval times. Since no phallus was present on women, their homosexuality was seen as much, much less of a crime against God, and that was if it was even considered a crime at all. Many governments gave very minor punishments for lesbianism if their government did consider it a crime because, unless an object was used to represent or replace the phallus, the two women literally could not have intercourse with each other. Due to the lack of intercourse, it does not go against the Bible nor God's law.
