1. Yes the war has not ended, but that never stopped the South Koreans from trying to re-unify and have a whole ministry dedicated to it since the 1960's.
2. South korea is not under Communist Rule, it is still controlled by the South Korean Prime Minister and President, so invalid.
3. China may not be happy with the merge, but maybe I could re-assure China we will not be influenced by the West, so they will not have anything to worry about.

Fine by me, I will just improve my agriculture and industry through weapons deals, and maybe bring some new North Korean companies into the country, making it the equivalent of South Korea, only under a dictatorship.

We're having military exercises to better integrate our navies. As an ally, you could send some ships to participate. We're not going to war with anyone, don't worry.

China and Japan have been in conflict over China's expanded ADIZ (which happens to cover some of your territory as well).
ASEAN is increasing in influence after a conflict with Vietnam.
Russia has bolstered its Pacific fleet presence and used it a while ago to pressure Japan.

That's all I can think of right now. Much more has happened internationally.
