2. And that neutral commission, I suspect, won't like Spain's actions as much as you seem to do.

1. No it doesn't as long as Spain is not doing anything illegal like banning political parties or committing other Human rights abuses you have no ground to stand on
2. The point of the commission is to develop the economies of Europe and rid social and economic disparities in the EU. Not sending aid Spain would completely contradict that

A) normal SAM's aren't designed to intercept ICBMs
B) Missiles that are designed to intercept ICBms are designed to intercept them on there free return, they are not designed to intercept launching ICBMs.

2. Spain, at least to me, appears to be exacerbating social and economic disparities. Of course aid will still come, but I foresee at least some degree of opposition. Certainly Germany and UK are not happy, and a few others aren't either.

1. USA vetoed Catalonia so weather it was legal doesn't really matter now

A S-hundred series generally caps out at about 5,000 mph. Do the math, It's designed to intercept missiles returning, not missiles launching.
And before you say 'BUT WE'LL HIT IT RIGHT AFTER LAUNCH!' - S-hundred series are designed to intercept craft at 20,000 feet+, again, not launching. You probably won't be able to get a solid lock into its at at least 15,000 feet, at which point it would be going wayyy to fast to catch.

During the boom years, Spain had built up a trade deficit eventually amounting a record equivalent to 10% of GDP (2007). During the economic downturn, Spain reduced significantly imports due to domestic consumption shrinking while -despite the global slowdown- it has been increasing exports and kept attracting growing numbers of tourists. Spanish exports grew by 4.2% in 2013, the highest rate in the European Union. As a result, in 2013 Spain achieved a trade surplus for the first time in three decades. Export growth was driven by capital goods and the automotive sector and is forecast to reach a surplus equivalent to 2.5% of GDP in 2014.
Spain's capitalist mixed economy is the 14th largest worldwide and the 5th largest in the European Union, as well as the Eurozone's 4th largest.
