Basically, I stated we should see how effective the one we just passed on Spain is first, and allow them to withdraw forces on their own behalf, instead of bullying them into doing it with international threats, as it acts as a bullying tactic, that may not be needed at this time.

Well, Catalonia has been an issue for several times longer than Morocco has, it's just that I only got around the drafting the thing just now. I wouldn't mind it being instated at a later date, just at that moment we just had a resolution that area of operations, and we just needed some time apart before another time.
