Were they a pantheon, or more of an entire race of godlike creatures? Things like that. Also convenient would be clarifying if the fragments give you specific powers or if it is anything you want.
As for the plot, well, it's your world, and frankly the plot could be almost anything. A god still alive or maybe a power-hungry fool with a fragment could be stirring up trouble. Maybe the players are trying to revive a dead god to prevent some catastrophe. I don't know.

Thank you very much about your advice, and about the race, there are few different race, there are human like, some are very different but they mainly live like usual human.
About the fragments and Gods, The god is a creature created purely from magic, and when they die, the fragments of their body would dissolve into the air, the land, and the sea, which start the era of magic.There are some gods survive from the chaos of The War of Gods, and upon death would turn into fragments.

The last standing remnants of human civilization in the Old World, these mana-powered warriors had struggled to resist the eternal wave of monstrous creatures that had devoured most of old Europa. Throughout it all, the orders established powerful city-states, the greatest of which, Asteripolis, stands at the center of their beloved realm. There, it quickly became the heart of a thriving community and trade hub, the envy of the greater world.
However, all is not well in the world, as the ancient orders prepare for the annual Asteria magical girl tournament. With unknown invaders amassing beyond its gates, few doubted it could be breached. But as time would show, the greatest threats come from within. As these magical warriors prepare for battle, the girls will face not just the twisted monsters of the night, but each other as well...Synopsis
You will be playing a team of Magical Girls under one of the many proud orders of the Old World. Your mission is to defend your order and Terra from dark creatures, known as Shadows, which seeking to devour all that is good and holy without abandon. The upcoming Asteria tournament would be the perfect showcase of your prowess in combat. However, not everything would go as planned in Asteripolis.World
The year is 562 A.A. (Latin: Anno Amet, After Magic), 2014 C.E. in the old Gregorian calender. Terra, also known as Earth, is the homeland of the magical girl orders, with the city of Asteripolis (formerly Constantinople/Istanbul) as the capital of the new world. While the orders of Europe are given territorial control over one of the old cities in the region as their home bastion, those residing within Asteripolis are answerable to the elected Consul of the city. In addition to the magical girl orders, an all-male guard, called the Masked Protectors, act as the elite soldiers of Asteripolis, as well the Consul's guards. It is they who manage the administration and surveillance of the magical girl orders for dissent, not unlike a secret police.
Few knew what happened to the world before the arrival of magic and power levels. Documents and archaeological evidence dating back to the time of Old Europe pinned at a singular date, 29 May, 1 A.A. (1453 C.E.) the date of the Fall of Constantinople in our world. Unknown demonic creatures, known as Shadows, unexpectedly appeared in the midst of battle, devastated both the Ottoman and Byzantines and reducing Constantinople into a ruin. Known as the Cataclysm, the monsters soon spread across the Old World in a violent rampage, destroying most of European and Asian civilization with it. Only the sudden, perhaps miraculous arrival of the Magical Girls prevented humanity's total destruction as its survivors rallied around these young casters. How these warriors acquired the means to combat the Shadows remained steeped in mystery, obscured by tales of heroism and wonder.
Asteripolis (Constantinople/Istanbul)(Image)
Asteripolis was once the center of the first Shadow hive, the origin of the darkness that had almost wiped up human civilization prior to the arrival of the Magical Girls. For its significance as the origin of the Shadows, the Magical Girl orders took it upon themselves to retake the shattered ruins of the Queen City for humanity. After years of bloody conflict, the lost remnants of Constantine's grand capital was finally restored to human control. Renamed Asteripolis, 'the Star City', the Second Rome would eventually be restored to its former glory.
Today, Asteripolis is a thriving metropolis, the largest city in the known world and the central trading hub controlling the vital Bosphorus straits which links Europe to the eastern lands. A cosmopolitan republic centred around an elected senate, its diverse people has enjoyed centuries of relative peace within its formidable walls, built on the foundations of the old city defences. However, Asteripolis is not an equal society, and its slums crowd the walls outside its inner city. With a vast gap between the ruling, decadent elite and the peasantry, many outside view the inner city with disdain. With the orders as the only real avenue to climb up the social ladder and rewrite the wrongs of the city, many flocked to their banner and influence. It is because of the orders' popularity among the vast peasant majority which frightens the senate. As a result, vast restrictions had been pinned on the Magical Girl orders in Asteripolis to prevent them from sparking a general uprising against them.
Europe
As the origin of the Cataclysm (albeit at the edge of Europe), Europe bore the brunt of the apocalyptic war against the Shadows. Deemed the end times by the Pope Nicholas V and the patriarchs of Orthodox Christianity, it soon became obvious from the start that no rapture or Judgement Day of any kind was going to arrive to save the faithful. The Balkans, being the closest to Constantinople besides Anatolia, was utterly devastated, reducing the already wasted backwater of Ottoman, Venetian and Greek possessions into a total wasteland. Western and Northern Europe fared little better under the disorganized Catholic and Orthodox rulers, whose distrust in magic prevented them from eliciting the aid of the newly awakened Magical Girls. Rome itself, the heart of Christendom for most of the first millenia, was not immune to destruction, though the Papacy was able to escape to Sardinia. The only real signs of resistance came from the Holy Orders of the Teutonic Knights and the Knights Hospitaliers, which were quicker to adapt the new 'sisters' into their fighting force. As a result, most of Christendom was ultimately wiped out, sans the Holy Orders in the Baltics and Rhodes, which survived the onslaught to transform into full-pledged Magical Girl orders on their own.
The void left behind, predictably, was quickly filled by underground or revived pagan sects, who were less shy about inducting Magical Girls into their faith for their defence. Most of those who survived the nightmare without the aid of the Holy Orders gradually abandoned their faith in God, forming pagan bastions under the leadership of these Magical Girls, of whom they refer to as 'seers'. Early on, conflict between the surviving Christian orders and the restored Pagan city-states proved bloody, chaotic and counter-productive to humanity's task of retaking Europe from the Shadows. However, with the formation of a defence league of Magical Girls to retake Shadow-held lands, both sides soon recognized the need to resist the Shadows united, for now, at least...
Middle East and North Africa
The Middle East, within proximity to Constantinople, fared little better against the encroaching Shadows in its early days. The Ottomans, put in the direct line of fire, were the first to be overwhelmed, their calls for a united 'Jihad' against the demonic forces heeded too late to trap the Shadows in Anatolia. Within months, most of Arabia had been completely subsumed, and a loose alliance of Muslim forces found themselves locked down on the Sinai peninsula and the Straits of Gibraltar, desperate to save what's left of their civilization. In the end, they too realized the necessity of the Magical Girls, drawing their ranks into the Sufi orders to counter the spread of the Shadows into North Africa. The loss of the holy cities of Mecca, Medina and Jerusalem paralleled the gravity of Rome's fall, and pre-Islamic sects, as well as the Copts, began to reassert their faith. Had it not been for the mediation of the orders to work towards regaining their lost domains, religious strife would have undoubtedly tore the remnants of the former Islamic world apart.
Indian Subcontinent
A land already steeped in mysticism, it was little wonder why the Shadows were ultimately stopped here. As a divided Timurid resistance against the Shadows faltered in Persia, word spread of the devastation of the western world at the hands of the dark monsters. as the tattered remnants of the Timurid empire took refuge into the Dehli Sultanate, few expected the fragile coalition of Hindu and Muslim Indian states to hold where so many had failed. But the combined forces led by Sultan Bahlul Khan Lodi of Delhi and King Mallikarjuna Raya of Vijayanagara, among others, proved their skeptics dead wrong. Active in their recruitment of Magical Girls in their respective orders, the Indian coalition was able to repel the Shadows on the Indus river, garnering the first major victory for humankind (and indirectly saving the South Eastern kingdoms from destruction). Coupled with the barrier that was the Himalayas, the Indian states was able to survive where most of their European and Mediterranean counterparts could not. As a result, most, if not all the orders in India were subject to an existing lord as vassals, preserving a vital remnant of ancient civilization along with their oath.
Far East
The vast expanse of the central Asian steppes proved to be no barrier for the Shadows, as the monsters overwhelmed the sparsely populated Turks in the region, prompting a mass exodus towards the borders of Ming China. At first, the Ming were unwilling to accept the refugees, preferring to stay within the protection of the Great Wall, and paranoid of the rumours of the Shadows as nomadic lies. However, the arrival of the Shadows at their doorstep quickly changed their opinion, as Ming forces buckled without magical aid. It was then that the Ming hastily called the aid of the various martial arts sects, many of whom do not make the differentiation between magic and fighting skill, to train and recruit magical girls to their aid. Then, combined with allies from the Northern Yuan, Korea and even Japan, Ming forces barely managed to regain control of the Great Wall, albeit at a very, very heavy cost. However, reinforcing the wall with ancient alchemy and magic, the Ming made little effort trying to reclaim the lands beyond their domain. This inaction, predictably, led to serious discontent by the Turkic settlers forced to assimilate into Chinese society, following the loss of their homelands. Whether it was fear of weakening their control over their country, or fear of their nominal 'barbarian' allies, one could not say. Ultimately, the Middle Kingdom and the Far East in general had little reason to join in the global fight. With the borders of their realm more or less secure, geopolitical strife, as with our timeline, went on as per usual.
