The Old OP you mean? Well it is only so-so accurate on the specific details. I at some point counted the number of Russian ironclads and it was either a little higher or a little lower than the OP said. With regards to the Ottomans going by the link provided you will see that only five armored frigates has been commissioned at the beginning of of 1875. A sixth (Mesûdiye) has been launched and can probably quickly be commissioned and a seventh (Mahmûdiye) is under construction and will be finished in 1875.

But you have plenty of wooden ships. 21 Battleships and 173 other warships, the third largest navy in the world.

As for population though the OP may have been correct for 1870 a lot of territory has been lost by the Ottomans. Albania has declared independency and departed with 2,800,000 people of the Vilayets of Janina, Manastir and Scutari as well as parts of the Kosovo Vilayet. Egypt has run of with the entire Levant which probably had anywhere between two and three million inhabitants, and with the departure of the Levant it seems Hejaz and Yemen has become independent the former is estimated to have had between 400,000 and 800,000 inhabitants and the later had 2,500,000 according to the Ottoman census of 1885. Finally Armenia (largely corresponding to the Erzurum, Bitis and Van Vilayets as far as I can tell) was given autonomy with probably 1,250,000 people. The population of the Ottoman Empire may have declined with as much as ten million since the OP wrote 28,000,000.

In light of the new government and the war I don't want to fight, I think the Republic will give away Cuba for a good treaty. (The current Prime Minister was elected again at one point and did it in 1898, so that's another precedent.)

You can have my territory in Gabon however, if you really really want something for the right deal. (I forgot to add Cuba and Gabon to my population, so those are the ones that I can dole out easily without having to make changes)

I don't want Gabon, as it's got little resources and no strategic importance, so the alliance is off.
