The Redorans keep sending Councilors Morvayn as delegates to the Great Council and they keep getting assassinated in office. Most were female.
So the question with this one is, do we want to squeeze in another assassination not already defined, or make the character the assassin in one of the known incidents? That's a decision for Imp.
We also have to decide whether to let Murkwood's description of the Argonian government stand, or change it into a constitutional monarchy.

Once he finished his final trials, Teron was bestowed before the monarch of Argonia to receive his first assignment. He did as he was ordered, and began intercepting telegrams and messages from couriers en route to the remainder of the Dunmer-controlled territories. To the delight of his superiors this disrupted multiple would be trade agreements and purchases for the Dunmer Great Houses.
Upon becoming a seasoned agent, he became assigned to an important mission: the assassination of the High Councilor of House Redoran. Since the fourth era's beginnings, Redoran had been the chief supplier of armor and weapons to the Dunmer forces. Following the eruption of Red Mountain and the siege of the south, the Great House was the biggest obstacle his people had faced. If the leader of Redoran were to be assassinated in cold-blood, the Great House would be in a short state of chaos and confusion.
Shei infiltrated the council chambers, and lodged a bolt in the High Councilor's throat from a distance. During his escape, he eliminated three Redoran guards and made it home in one piece. Not to mention the cuts and stabs the guards caused him. Once Teron reached the homeland, he had another mission being prepared for him. One that would bring him to the land of the Altmer, the Summerset Isle. This assignment would change his life.
During his time in Summerset he retained an alias as an immigrant in search of a job. Soon, the Thalmor discovered his true purpose and seized him. In Thalmor hands, things went more and more south. The agents tortured and mutilated him, going so far as to letting him attempt an escape just so his spirits would be crushed when it failed. He waited, and waited. It became evident no one was coming for him, due to a possible crisis with his Dominion captors.
Then, as he thought all hopes of escaping were futile, he had his one last chance. He escaped from the High Elf prison slaughtering all standing in his path. The commotion caused a prison riot, and used it to aid him in his escape. He hid himself in a Bosmer merchant's ship and made it as far as the Imperial homeland.
