Gee, the Thalmor in Bruma are like twelve times as strong as the regular ones we've seen.

They even got arrows not seen for hundreds of years!

The scarcity of enchanted arrows in Skyrim has nothing to do with the enchantments being lost to history. It's just that Elves enchant their arrows and Nords do not. You can still buy them in Elven nations and provinces, if you have the coin.

No way of telling that, considering the last two games were set in two non-Elven provinces

Also these arrows are by no means the default arrows used by Elven nations. Not every archer is going to have them, in fact most would not, but Thalmor Justiciars being mages or having some magical ability could enchant the arrows of the Thalmor soldiers under them if they so choose.

I never cared much for the Dark Brotherhood. Oblivion's questchain/questline was very nice, but Skyrim's... meh.

Magical arrows were all too common in Morrowind. You mostly found them in tombs, being shot at you by skeleton archers who would have 20 or so of the same kind. Sometimes, you would find the living using them or find one or two in a chest.

Even so, they were never all that powerful. You couldn't get exploding ones at all, without DLC. With even the best enchanted arrows, skill was still the largest component of arrow damage. The only real reason to bother with them was to exploit a specific weakness of a strong enemy - or maybe because you like watching the special effects.

Imp is right that these are not default equipment, even for the Dominion. This is special equipment which they have in limited supply. If you can hold out, they'll run out of special arrows and have to resort to Elven Arrows. They may also waste some of the magic arrows against resistant targets, since they won't always know what race is under that heavy Imperial armor of yours. They might have shot the Viper Arrows at Redguards and the Ice Arrows at Nords.

You can be just about anything on here, as long as it conforms to the Elder Scrolls universe.

Lol well I tried to think of a witty comeback someone might say to spur the troops. I was gonna go with some inspiring imperial battle cry, but that can be cliche if used a lot by the empire. So I went personal with Ariela and her group of soldiers to try and relieve their spirits.
