Yea, I don't think I wanna do that stuff. It would make the game a whole lot more complicated, less fun and a lot of people would quit.
I know for a fact the vol, division, quarians and omega would quit, and I'm sure more.

Not really. It makes things a lot fairer and prevents Total War-style blob empires forming as everyone scrambles to grab planets and then spam infrastructure buildings.

It would also mean that organisations like HYDRA which can't claim planets to build infrastructure on have a fighting chance.

I think it's done a US bank; everyone's forces/income (bar mine and the other minor factions) has gotten 'too big to fail'; I.e no one wants to take aggressive action as that would lead to the destruction of all their fleets.

The problem is there isn't anyone to be Serbia. The Volus have no friends, ditto for the Krogan, HYDRA is hated by everyone, no one cares for Omega...

So there aren't many options left; but one is someone decides the Rachni need to be genocides again, and one side says they do and the other disagrees. Another alternative is during the assault on Omega the Turian AI lab is destroyed by HYDRA swarming the lab, and then the assault being blamed on the combined Asari-Human fleet.

Do random events twice a month, and roll a extra 'Reaper dice' each time. If it comes up as 1, the Reapers have given Harby the middle finger (mechanical tentacle?) and invaded anyway.
