Well IRL Canada has many F series fighters and bombers. Israel has B-2 stealth bombers and Aurora bombers all purchased from the US and I would think that a bomber that is able to hold an atomic weapon and outrun all but the fastest fighters would be under an export ban, but they have them nevertheless.

All (reasonable) armies do, but its obviously not possible to fit self-destruct mechanisms on everything.

All equipment damaged beyond repair or recovery is to be destroyed to prevent the enemy from recovering any data/technology.
