1. Developing technology is not the same as producing battleships.
2. Except Non nuclear EMP (modern) requires the device to be intact.
3. Again, Non nuclear EMP requires device to fly intact; kinda hard to do when the device detonates.

I added more destroyers and I am building a supercarrier... no one said NEW TECH... MORE TECH

1. Technology by definition "the application of scientific knowledge for practical purposes, especially in industry" requires research. Producing more of same stuff is manufacturing not technology.
2&3. Show me one modern research at or above prototype stage which shows otherwise.
