- In countries with high political freedom, highly popular politicians and movements attached to them could call for supporting one side or another, causing unhappiness and instability should the nation support a different side.

- Scandals could rock an important, skilled politician or officer (Say, a Nazi general on the front is discovered to frequent the residences of "undesirables", forcing him to step down or the government trying to hush hush things.)

- Convoys going across the ocean get hit by a storm, cutting off exports to an ally for awhile

- Major industrial accidents

- Ethnic clashes (Yugoslavia?) Yugoslavia breaking up and various factions stacking claims on the ruins seems like a good thing

- Neutrals enter the war on one's side if pressured enough (Expect Switzerland, because they're Switzerland)

@Person-applying-for-USSR, can you show a source for the airplanes? I highly doubt that there was 28 thousand of them....
