I'm shooting a bolt in a general direction, and I'm not planning on shooting my own city (Which incidentally would be insulated if I was using this tech), It would dissapate within a few hundred meters, but this is a submarine.

Otherwise, I'm gonna shoot armor piercing bullets at stuff.
Or have underwater flak guns.
Or subs in the shape of squids.

Tesla+underwater=practice in futility. Use flechette guns. And explosive harpoons. And torpedoes.

I edited the Danubian Federation claims a bit... because otherwise it would be far too blobby (It still is now, but eh).

Leader/s: The Council of Founders, a group of the 10 men who pitched in to found the city-state.
Main Imports: Non-aquatic foodstuffs, Fuel for it's submarine fleet.
Main Exports: Manufactured Goods, esp. Naval supplies ; Cultural Products ; Naval Technology.
Economy: Socialist, in the sense that the Workers control what they produce.
Infrastructure: The complex city of domes is linked together by hardened steel pipes, built to resist the immense pressure of the sea.
Army: A civil militia is maintained in case someone hostile breaks into the city, but they are only for defense, and only 500 are on patrol at anytime. They are also the police service of the City.
Navy: The pride of the nation, and really the only thing protecting the city from the surface, and the occasional marauding sperm whale/shark who thinks that the maintenance crews look tasty. Around 750 people are employed in combat roles in the navy, with around 2,000 people total being employed by the Navy, mostly in logistics and maintenance. It maintains a sizeable fleet of 250 submarines, mostly the "Shark" class sub, which has two machine guns, equipped with flechette rounds to pierce both the thick hide of whales and the thin hide of metal on ships. It has room for two people inside, 1 captain-pilot-gunner, and one passenger.
Aerial Fleet: Non-existent. Why would we need one?
Goals: Remain independent, Increase relevance.
History: Exulis began as the thought of one man- Leonardo Di Capua. A Florencian by birth, he was born low in his society, and shared in the plight of all the workers in the "Republic." Through smart words and hard work, he quickly amassed a small fortune, which he used to gain more wealth. By this time, where his money worked for him, he remembered the plight of the working men and women, and took many months thinking on how he could make Florence better for the Worker. Political Reform was impossible. Violent Revolution was improbable. So, he, and 9 other men he convinced to back his idea, began work on the plans the would become Exulis. By 1590, the plans, material, and ships to build his worker metropolis. It was finished in 1600, after many issues and problems were sorted out. He held sign-ups for around 90,000 people in Florence, and had 100,000 people sign-up to leave the city for the new city of Exulis. It took until July to get all of the people to their new home, where they were turned loose, and told of the new system, where they would control what they produced, and would vote for people into the Council of 10 when one member died. This system continues to the present, where the City is looking at expanding due to a population boom.

Economy: Relatively prosperous. Trades mostly with the Danubian Federation and other surrounding nations. Trade is important, especially the trading of technology and knowledge. Currency is the Florin.
Infrastructure: The Republic is litered with railways and roads, connecting to the Danubian Federation to the north and other various surrounding nations. Airships are the primary form of travel.
Army: The army of Florence contains around 5275 well equipped and well trained soldiers, equipped with the latest technology. Most carry bolt action rifles common in the world, however a few carry machine guns, which are fire-able from the hip, though it is incredibly hard to aim. Every civilian in the Republic is also part of a militia which can be called upon should the nation be invaded. In general, though, the Republic relies on allies and diplomacy for protection. Also includes small numbers of artillery and cavalry. A few tanks exist, however the majority of the mechanized force is actually just turrets, used to protect the city.
Navy: The Florentine navy contains around 3402 personnel, and contains 3 large battleships, along with around 75 much smaller ships. Most ships are equipped with a combination of machine guns, Tesla coils and long-range artillery.
Aerial Fleet: The Florentine Aerial Fleet is known as the Jewel of the Republic. It employs 9677 personnel, and contains 4 large, steam engine powered Carrier-class airships, along with several hundred balloon lifted turbine propelled Battle-class airships. It also contains around 3 thousand single-maned propeller powered Fighter-class airships.
Goals: Keep the Independent status of the Florentine Republic, protect other city-states from annexation
History: In 1465, a young Leonardo da Vinci is spotted by the Gonfaloniere of Florence while he is tinkering in the streets of Florence. The Gonfaloniere is amazed by da Vinci's skill at Clockwork, and employs him to work as an apprentice at his friends workshop. Leonardo soon earns his keep, and shows his talent as an inventor. By 1470, Leonardo had already created what he dubbed "the Tinker's Construct", we now refer to it simply as the steam engine. How he created this is still unknown, but it has earned him a place in history. Soon after, in 1473, Leonardo invented his first flying machine; an odd construct which was capable of gliding. By 1478, da Vinci perfected his design and created the first ever airship. This was followed by great technological progress in Florence, and indeed in the world. As da Vinci's discoveries spread, other inventors sprang up, eager to beat the Mastermind that is da Vinci. In 1479, the New World was discovered by various airship explorers, and this spurred on further progress. Leonardo was elected as Gofaloniere as Florence for a short while. He married, had children, and re-created House da Vinci, which has recently re-gained power through his ancestor. Da Vinci became the national personification for Florence. Leonardo passed away in 1519, much to the Florentine Republic's distress, and a day of mourning was held. After a while, new inventors stepped forth, and, with New superpowers rising, Florence simply hopes to make it's way in this ever-changing world.

Hmmm, I think I should be more detailed in my tech.
Army
My Soldati use the Vapore Fucile Mk.2
It holds 8 Bullets a Magazine, Is breech loaded, and bolt action. It uses a pressure buildup mechanism to propel the bullet out of the barrel, which is rifled and adds a spin to it. It is also has 7 inch bayonet protruding from under the barrel.
My Cacciatori use the Rapido Vapore Fucile
It hold 6 bullets, Is semi-automatic, and muzzle loaded. After you load it, each bullet falls into a chamber, which is sealed off of the others, each chamber releases one by one. These are 50% more exspensive to make then the Vapore Fucile Mk.2.
Navy
The Ships I showed you are known as Ferro Leviatono, and are fucking awesome.
These behemoths are made of a hollow wooden center, with an Cast Iron and Bronze shell. They travel 18 Knots an hour, and have a crew of 2,500. They are armed with the Perforare Cannone, which is a long range artillery piece, which fires a devastating rail to pierce ship's hulls. They also have standard Mortars to bombard cities, and the crews are equipped with VF Mk.2's.
Aerial
The Heavy Bombers are known as Volante Navi da Guerra, and have machine gun turrets on the belly, and a payload of 7,000 Lbs. They travel 20 MPH, are filled with Hydrogen and move using Propellers.
The Planes used are the Volante Nave, they have a single small bomb, and a single machine gun turret in the back.
And the Gliders used by the Cacciatori, are the Leggero Aviatore. They are Similar to Leo's gliders, but are made of a bronze frame, and leather wings. They have no armaments, and can reach up to 70 MPH in a dive. They are propelled by either wind, or a short burst from the rear engine.

Army: 250,000 professional standing army. Pretty damn well trained with unusually high morale, above average musketry, average cavalry, above average artillery and bossly steampunky shiz. Divided into the Infantry, the Cavalry, the Artillery, the Mechanized and the Special, Infantry is lowest tier, de facto (but not de jure), being just normal soldiers with guns and digging trenches n shiz. Cavalry is cavalry; cuirassiers, carabineers, the whole shebang. Artillery is pretty much self explanatory as well; lots of pretty advanced artillery; breechloading pneumatic recoil. Mechanized... this is where the fun begins

Mechanized has many parts to it; it includes the tanks, self-propelled artilleries (at least, some) as well as lots of other crazy stuff. There are tanks, which are basically massive petrol-engine fired metal gun clunky things, smaller clockwork vehicles with machine guns and stuff, and even research into walkers. It includes steam weapons and lots of other funstuff.

Special is special; supply, command, espionage, blahblahblah.
Navy: Large fleet of ironclads; a few at least of battleships, monitors, destroyers, corvettes, gunboats, etc. Very well kitted out, decently large, quite strong and experienced. Incorporates a lot of steampunk tech; e.g. massive steam-aimed guns.
Aerial Fleet: ooh, pooh. A large fleet of airships, with lots of little steam gadgets in general. Mostly composed of triplane/biplaney stuff, and massive blimps filled with gas to float and guns. I will post pictures later. Basically WWI sort of tech, but spiced up.
Goals: Kill dat CSA, expand influence EVERYWHERE, get rich, pwn Europeans.
History: egad. America discovered, big colonies, revolt, civil wars, centralization. Need I say more?
