Infrastructure: There is a "Peninsulare" Railway that goes through the country which delivers the cotton, coffee, sugarcane, corn (or as they call it) maize, goat, cow, chickens, and pigs from the south to most of the Empire. The railway also transport the finished goods of the industries to various major cities. Then there is the "Mestizo highway" which also runs through the country, but this one is more than a straight line. The highway transports the goods where the Railway can't and serves as an alternate travelling route.
Army: 200,000 standing/regulars. 300,000 standing/guerrillas. 500,000 reserves. They are equipped with the "Mondragón Rifle" it is a bolt-action rifle. While the guerillas are using Winchesters or double barreled shotguns.
Navy: 50 ironclads, 10 cruisers, 100 steam transports
Goals: Colonise Africa and end America once and for all.
History: When Mexico revolted from Spain the simplemen were forced to learn how to fire a musket or a rifle. Fortunately, they learned quickly, but still the experience of the Spanish army proved to them that the war for their revolution would be long and bloody. After many battles and many more lives lost in both side, though the Mexicans have heavier casualties. Both sides then exchanged tactics, literally, the Spanish resorted to guerrilla warfare while the Mexicans resorted to pike and line. After many months of warfare the Mexicans won the war and won their independence, and they immediately crown Agustín Cosme Damián de Iturbide y Arámburu.

Acording to my knowlege ( I just looked this up), Krakow had around 85,000 People around that time, Warsaw had 750,000 and Danzig (I think) had around 300,000. Despite these numbers, I think you should choose danzig, because the Russians historically didn't work well with the citizens of the city of Warsaw, destroying large sections of it while crushing revolts. Krakow is in Austria-Hungary, which means that you'll have to send them to hell before they let the city that has it's own providence at the northern tip of the Empire. Danzig is the best choice, becuase appart from being part of the most powerfull of the three countries that owe parts of Poland, the Germans just moved more people into the area, and by people I mean Germans to limit the Polish cultures influence.

See, the real trouble is that of all three cities, Krakow interests me least, but Warsaw is in Russian claimed territory and the German Empire was reserved. This means that to get either city I'll need to do some heavy negotiations with the players.
