Alright, executive decision. Considering that Mexico & Colombia aren't quite dominators of the world as the USA was when it built the canal, and also considering that both Colombia and Mexico take advantage of land travel across their lands to Pacific and Atlantic already,no canal, just lakes. Ok?

I'd personally go with the Dutch; Netherlandse popping out would be yet another for the already toostrong Preussisch, while holy crap, annex everything German west of the Rhine, and you're rolling in the dough!

Not to mention Italy is allied with Germans, and they have nice colonies too.
