That's not only it. You need a more advanced system of trains. Russia is so big and vast its incredibly hard to mobilize your army. As well they are much larger making it even harder.

Also, they didn't colonize it, they were gifted it in the Congo conference, but it is unlikely that ever happened, also considering that Belgium exists as Flanders in the Dutch Republic and Wallonia in France, so Belgium doesn't exist at this time.
