From what it looks like, his groups appear in the order they were enumerated in the IC. Group one is your group 3, group two is your group 4, group three is your group 2, group four assaults the north military sector, group five assaults the city and cuts their way into the capitol.

At any rate, the group I was trying to sign Peter up for is the library one.

If we're not putting PC's in Carnaval then William's going to the Library, as he doesn't really have the skill set for inspiring people he knows, much less total strangers. Plus, it keeps Hilde from making stupid speeches to the slaves, and it'll be cool for him to meet the pervy spaceship again.

I had personally recommended William being put in the revolution, given as he's our most level-headed human.

Anyway, I'd still like Ciel to be in the library group, which would be four for you. And Alastor should probably be in group 1. I say it because it seems the one scenario for larger-scale battles besides group 2, which you'd rather not have anyone join, and it makes sense for him to be there commanding troops. Besides, I don't think the library's sincerely that big, and I don't think they should be in group 3, either.

I understand that this might leave me unable to post as him doing stuff, but it's what I feel would happen.

Fred can go around freeing slaves in the name of the north pole, though. :P

I'm sure there are a few angels, but not many. Actually, Uriel probably keeps the camps segregated.

No, we still need to know where Yuzuki, Hilde, Daniel, Grace and Lily are going, but some of those can be inferred, like how Hilde would probably be with William.

...Well, that's probably the only one that can be inferred.

Rup said he wanted Yuzuki to be in Group 1 or 2 before you brought up that you'd rather not have PCs there, so yeah.

Grace and Lily are on the ISSR side so I don't know.
