Russia in real life was a backward, underdeveloped and generally unmodernised country. Even today, in matters such as democracy, freedom of speech, HDI, life expectancy, etc. it lags behind many nations, despite being a superpower.

Given the anti-European expansion attitude of the Asian nations, I don't see Bakarus getting very far before combined Indian, Mosuoite, and Ruuchuu armies intervene on Shacklefold's behalf. This assumes, of course, that Bakarus has a border with Shackefold after the Mosuoite attack over the border in WWI, which I don't think will be the case, given asset disparities in the region.

They were like that BECAUSE they controlled all of it; Sweden was in similar position, but because they were able to focus, develop and concentrate, Sweden is a much better place to live than Russia today.
