Isn't 1.5 million a bit high a number for the Papal States in 1870? According to wiki the population of Lazio in 1871 (and the region of Lazio is as I understand it larger than the Papal States by 1870 borders) is 1,173,000.

I raised Sweden up by offering it an alliance and promised to back Swedish colonial adventures. Which you will need if you are to convince the UK, France, or even Spain and Austria that Sweden should have a slice of Africa.
