Weak? Russia was, is and remains strong (also the richest at this point of history iirc). You could also argue that Britain is always on the other side of the world, but that never stopped gunboat diplomacy.

It used a large, strong ironclad navy. Russia is only comparatively weak in Europe, but it can throw some weight at weaker nations.
