According the website it had a mayor that was in liege with the rich oligarchy. I would think that he would still be elected, the Order seemed like an elected tyranny to me.

It was not till 1923 that the Order controlled the entire world.

Just ran a World War scenario simulation. The Allies fought the Axis, all went the same up until this point-
The US focused entirely upon the Pacific campaign. The UK liberated France with heavy casualties. Russia mobilized deep into Germany while taking moderate loses. The battle of Berlin resulted in heavy casualties for all sides. The US meanwhile during all this conquered Japan and then using its bases in China assumed control over all of the Oriental East. After the battle of Berlin Relations sour with Russia sparking a war between RUS and France and the UK. Seizing the moment the US attacked the Eastern side of Russia making it a two front war. Russia was destroyed with minor US casualties as most RUS forces were focused on the Western front. The US decided to once more grasp opportunity and attacked its allies destroying the UK and France... the US conquered the entire world. It was scary to watch. O.O

For the Sanctioned Prequel, or at least for a part of it I'm planning to explore Cold Harbor again, this time in the pre-revolutionary days,

After the fall of the Order from America in 2017 this fat man called Samual was appointed as mayor.

I have a new character in mind now, Samual's predecessor, Joshua Carmichael, the last Order endorsed mayor of Cold Harbor.

I also have antagonists in mind, OELS (Organization for the Emancipation and Liberation of Superhumans, pronounced 'Oils'?)

In essence a radical terrorist group that was active during the last years of the Order, however by the time of the actual revolution they were long neutralized by the Sanctioned and the SLF became the primary vanguard organisation for superhuman liberation and the fall of the Order; while OELS became an old memory associated with the era of the Order.

They're like the Path, that is when the Path became evil, not the Path back when it was a peaceful organization.

OELS was more focused on instigating anarchy and chaos, under the theory that Superhumans would triumph and create a new society out of survival of the fittest.
