I think its something to do with the fact that a shitton of us are Americans.
Our Air Force apparently lets its officers get away with a lot of shit. I once heard that when RDA was on SG-1, he tried to play O'Neill as a sort of loose cannon, laid back sort of dud. He later talked with an actual Air Force colonel, about what he thought of the portrayal, and the actual colonel said that compared to a lot of officers (including himself), O'Neill was uptight.

that's airforce officers in general
Bader: openly smoked during his flights (as in unclipped his oxygen mask and lit up his pipe right next to said mask while it was flowing)
Yeager: threw live .50 cal ammo into his buddies furnace as a joke.
Galland: made a game out of both flying combat missions after being forced into a desk job and tell Goering where to place all his ideas.
Hartmann: grounded twice due to showing off, the hat incident, and telling Hitlers personal body guards to GFTS when they asked for his service weapon at the same ceremony....
