Everything intel wise goes from high command to her to the rest of the unit...

Avro Canada actually built and tested theirs, British Rail just filed a patent and then forgot about it.

Either way a railway company is the last thing you'd expect to be interested in space travel, then again British Rail owned a fleet of ships at one point.
