Well, it is not increasing federalisation. Recent EU vote just failed as Denmark brought in it's veto, stopping further federalisation. Scandinavia is also planning to leave the organisation (at least the soon-to-be Nordic will rethink it's stance).

ICly, I would have to oppose this change to the Security Council. Namely because UK doesn't like to share with France (no offense, but we still get shivers when being lumped in with the frogs which is partly the reason why we rejected their Commonwealth application), and more importantly it would divest the original founders of their votes and imply EU unity, which the British definitely do not want.
