You realize that you don't have to be an EU member to take full economic advantage, right? The EU is political integration now. Look at Norway, full access to the EEC without membership. They know what's up.
Norway doesn't get to be part of the decision-making process but nonetheless has to follow EU mandates on the EEC.

1) We share a common geographic area. That can definitely be a culture. There is European culture, Asian culture, African, culture, etc.

I DON'T WANT TO REPLACE THE EU. Christ, I just want to make a league of Northern countries.
As for EU citizens, it's not that they are a burden and don't work, it's that they don't stay. Say a Romanian couple want to have a kid. Awesome. But Romanian paternity/maternity leave is not that good (if they have any at all). Ok, they move to Sweden, work for a 6 months then pop a kid. The jobs they have now must give them each one year off with 80% pay. After that is over, many of them move back home or even onto another advanced EU country for their kids education. Sweden just expended a massive amount of money to accommodate people who have only paid into the system for 6 months. No wonder the Swedes are pissed. I have been to Sweden, they are extremely upset about this from the people I talked to. They have good cause to be.
Perhaps you should just stick with China, playing as an IO seems to have too many issues, especially when each member-state has it's own interests because in RP everyone wants to be an important player, they will not be subservient to the EU like RL.

I recognize that Russia is already taken, but apparently the lowlands told me he never posts.
