Ideologies are very hard to pinpoint on compasses. Jonathan wouldn't be right-wing because of his economic stances, but he's not exactly Stalin either. Nevertheless, I'll commend NWO for that.

But still, how is the first commisioner elected? By the large amount of new policemen? Also this just gives the Government the right to object to the election of a commissioner, not actual power.

L110 has a cost down, but I imagine L109 and L108 would have expenses, also. As for the motion and the amendment, they shouldn't bring any expense since they stay on the Floor.
