Japan could have your answer. We've been developing something called the Yuki-Nagaku Crystal Lattice. This is a fragile nano-crystal formation that provides just the right amount of air spaces and refraction capabilities to filter off excess radiation, heat and whatnot. A joint Cuba-Japan project could be fruitful.

Problems with a railgun on a battleship:
-to be worth mounting on a ship as a weapon, it would need to consume absurd amounts of power
-much more fragile and finicky than normal guns, requires more maintenance
-range and accuracy not much greater than normal gun
-extremely expensive
-recoil could cause structural damage to the entire ship
Problems with railgun on a tank:
-There is no power source that could sustain it (aside from fusion reactors, which our tech level wouldn't be able to miniaturize sufficiently)
-Recoil would blow the turret off
-more fragile and finicky than normal gun
-less effective against infantry
-range and accuracy not that much greater than that of a normal gun
-extremely expensive
-why risk the super-expensive railgun by mounting it on a tank? You probably don't have enough to use them in any useful way (oh wait, you wouldn't have any, because it's fucking impossible)
