But, why not missile spam me earlier? I mean, you have missiles, and the launch platform (I presume), and so, just shoot away. You can still just have a limited nubmer, it probably won't be that effective.

The helium-3 ship might not come into play, but I was thinking IF I used it, which I might not, it would've been built on the Chinese moon base, wouldn't be super big, and would only do short hops from Chang'e Base to Chinese space stations and back because it uses so much fuel.
