Personality: Cocky, eccentric, happy-go-lucky, cheerful
History: Stephen Grimes tries to be two different people. As himself, Stephen was born into a very wealthy family, and was a gifted student at collage for electrical electrical engineering. Two years ago, he dropped out not because of collage being too difficult, but because he didn't find it fun. Nevertheless, Stephen still found employment with a local band, The Devil's Legs, designing light shows. In these light shows he mixed in elements of psychology and hypnotism for a startling successes. After a year of this, the band went mainstream and Stephen became the producer of the band instead for the first too albums they released. He covers his tracks as Roy G. Biv by donating much of the money he earns to children's charities, but he still keeps a large chunk for himself and his orphaned 14 years old niece, Amber Grimes, whom he treats like a daughter. Amber has a worship of crime fighting, something that she is not encouraged to do, but Stephen secretly hopes someday she will become one and everything he is not.

As Roy G. Biv, Stephen appeared half a year ago. Roy G. Biv's agenda has two things one his goals. The first goal is to use mental domination to take large sums of cash. These he spends in ways to look like a normal amount for someone so very rich to spend. His second goal is fun. Roy G. Biv often has mind controlled people drop the money somewhere secluded when he waits for heroes. Heroes he fights, but doesn't do any lasting harm to, so that he can have fun in combat with them again. In fact, Roy G. Biv is blood free, just a master thief. As such, the Society has a very low view of him, and only use him as a distraction for bigger tasks.
Powers (Out of 30, +5 if you played in the first game): Illusions (5), Invisibility (5), Mind Control (20), Photokinesis (5), Technopath/Cyberpath (8)
Drawbacks(This is to be used to bring to down to 30): Not trained for combat at all and extremely weak in combat. (-8) Doesn't kill anyone. (-3) Has to keep identity secret from everyone, including allies, making him extremely hard to contact. (-2)

What you're looking for are electrical manipulating powers with non-power related expert hacking skills and mechanical skills. I'd cut some of the instant reprogramming. At least I'd make not apply to robots.

That does depend on what James' blood is like...He is heavier and larger than humans, so he could provide blood...

What's wrong with red eyes and silver hair? To me, having those combo makes them an automatic badass, well there's black hair and blue eyes, I like those too.

Nothings really wrong, I mean, look at Salvia, Myra, and Mea. See the similarities? It's just, the combination seems to imply something about them, Most of the time such characters are either inhuman, or magically infused (via heritage). I can't think of a single character with such a combination that does not meet one of those criteria. It's, a bit off putting. I could barly get past the Tamaru family having such a combination. And again, my problem this is.
