I just figured, eh, I suppose he should have talked to me about it. I mean, I did create the Page, and it was you who had brought the Sanctioned back into our memories. It is good you did so, as we had, on the part of them not appearing in the IC of Book One, forgot about them (I think). I'm not sure if it fits the current discription the Sanctioned's origins.

The Sanctioned were supers "Santified" by the Order to combat abhuman threats. Initially opened only to those of Angelic Decent, by the late days of the Order it's ranks had expanded to include Altered Humans, and eventually Mutants. The Sanctioned was the Order's way of controling the Superhuman population, to have the power to monitor them, and use them as weapons against those who would oppose the Order's rule.

Are you sure it doesn't conflict?

Not wanting to be involved in killing meta-humans, instead in 1945 he founded the Sanctioned , a sub-division of the Order where meta-human's would be spared their lives if they joined this division and used their powers to help the Order hunt down other meta-humans.
