While masters can still learn, they can do it themselves. What makes your think that the teach anything past advanced technology courses and how they work? There's a problem of being a soldier and then becoming a student to, what makes you think new ways of combat will be taught at the academy, when they only focus in self-defense?
Self teaching only teaches yourself what you know, and this person doesn't know much, the natural ability to do something means nothing if you do not actively train it and use it. As far as the second person, they have been out of it for a long time and will be pretty rusty on top of needing assistance to control their powers.
