No, no you're absolutely NOT trying to kill them. You're trying to make them operationally ineffective, or in other words you're trying to make it so they can't fight anymore. The entire point behind small arms innovation is to make it so you can force the enemy to stop fighting without actually killing them - that way war becomes less "statistical" for both sides.
Hollow point ammunition only really has two places: Hunting and target shooting. In hunting it's great because often times a single shot won't do it (as opposed to against humans when a single shot usually does them in). In target it's good because they're a bit more accurate.
