Twenty round mag. I roll twenty times, with a bonus modification for each roll. Bonuses dwindle after each roll and negatives are added on due to physical exertion/exhaustion. The best way to dodge a bullet is to not be in the path. Standing in the open is the worst way. Other things (bolter rounds) might be harder to dodge. Increased difficulty. Even if a projectile is dodged it doesn't mean that the projectile doesn't cause some other damage. One of my characters carries a modified round that explodes upon proximity to a target, as example.
Combat tables and percentiles!
Target moving... shooter moving... bonuses or negatives.
Aimed vs not aimed... bonuses or negatives.
Weapons failure rolls for each bullet.
It's the most realistic thing I've ever seen. I'm glad you use it.
Yei, if I can make a suggestion? Anime has to blend with the other genre in PL. She could have "Enhanced Condition" at 12 and still have problems dodging. We follow physics. Her joints would fail as she attempted to continue dodging. The muscles would be put to hard work and chemical reactions in the body might weaken and/or kill her. There are a ton of other factors.
You need to break down that skill you have at 8 so we know what it is. It's now too broad and she's too powerful.
My suggestion? Forget dodging bullets. If she dodges them, the bad guy will drop the gun and hit her with a plasma ball or drop a bus on her from out of nowhere.

It would still come down to a roll. The reason isn't to punish you but to keep harmony between players. Dodging a three-round burst is plausible. Continued dodging for full automatic is probable-to-near impossible due to physical exertion unless she's running to cover. Otherwise I have "My enchanted gun never misses" vs "I dodge every bullet fired".
The other thing to take into account is that "standard bullets" are carried by a few players and some law enforcement. We've been hit by Drones, Cthulhu and other heavy things. We have a lot of future tech. Some FT characters' weapons fire rounds that actually track the target as it moves. No dodge. Others fire weapons that have a cone effect.
That said, it is seldom (extremely rare) for anyone to fire on anyone else. Our invasions never involved enemy that fired bullets in any form.
The other problem is "I dodged all his punches because I can dodge bullets". It negates battle interaction and is unfair to other players.
