Thing is, Montecristo is pretty heavily policed, even if the MCPD spends most of their time fining people for heinous crimes such as jaywalking.
Except for the flooded lower areas. The story with those is that when the sinkhole was first settled, people thought it would be a brilliant idea to start drilling the bottom for groundwater. Well, they got it. A lot of it. So the bottom levels are where all the poorest people live, and it sucks pretty bad, even if it has this cool Venice-like thing going on with the gondolas and shit.

The whole Venice thing only works if A. You are connected to a sea; B. Really good at building ships; and C. Have a leader who wears a funny hat.

Well, technically yes, but he's only an Assistant Prospector, which is pretty low on the AA food chain, so his clearance would only be pretty basic. It wouldn't extend to any holding cells, for example. If they have any cells at the AA offices, that is. Who can say?
