It says specifically Diplomats are immune to laws. Not citizens. Most rich citizens are diplomats.

Yes, yes it does. That's the basic fucking principle of a diplomatic mission; an agreement between two states to exchange diplomats under the understanding that they will not be harmed or whatever. If you don't have such an agreement, they don't have diplomatic immunity.
You can demand that GW returns or frees the diplomats by some means, but you don't have the right to claim diplomatic immunity without GW's agreement.
