The weather in Northeastern Siberia didn't really change, and in fact life didn't change much. Over time, Yakutsk was cleared of what few bandits had managed to survive in the harsh environment, although with a much smaller population. Sasha's work at the new Yakutsk University(which he founded) was instrumental in understanding the dragons' influence on electricity, and in finding new methods of generating and using power that could work around the apparent change in the laws of physics. Thus, he was in a position to demand his inclusion in the group which is to find the dragons.

Denied. There's no work around, and if he even tried to demand inclusion into the group, it would be insured that Roy wouldn't let him in. Not to mention....He's in Russia. There's no way to get across the ocean, really, other then, I don't know, ships that use sails, which would take quite a while.
Also, the weather changed a lot everywhere, basically, and life definitely changed everywhere.

-_- his work is in using photons to transmit energy instead of electrons. So long as photosynthesis works, so will this method.
