I leave for a couple days and somehow a tribe has passed the impassable Chile/Antarctica Ocean currents and left a warmer, more life-bearing tundra to make landfall on a barren, unloving tundra with barely any food supply or ways of keeping warm in the below zero temperatures....yes, this seems very plausible..

Hmm, well, the world population did increase by 500% between 6000 and 2300 BC, so it is plausible for more productive areas to have had a higher density. That said, 40k does seem to be stretching it for a growth from 2000.... that's a 2000% increase, four times that of the world average.
