To be honest it seems Paris is a better choice. Hopefully we get a new nation soon that has a better fit. Maybe Frisia

Why? Rome is much more significant being one of the legs of western civilization

Jerusalem is probably even more holier than Rome, with Judaism, Islam and Christianity all having sacred ties with the city. But does that matter to tye UN? no!
