Why Europe their are plenty of advanced and better cities in Asia?

Because that wasn't true in the 1940's. But also because for one, if they built it right after the war ended, they wouldn't build it in Tokyo (a loser in the war), and they always shafted China, so they wouldn't build it there.

Of course I feel like the perception of the nation itself and city at the time in which the headquarters was established matters too, which is why I am against it being on the land of the losing side of WWII if it was made during or soon after it ended. Similarly, however it could have possibly changed locations if things changed enough
