Doesn't matter to the Quaron. AM doesn't truely understand "war" as a concept. It knows conflicts exist, but it doesn't understand that a civilization will actively seek out an enemy. It's only fought one curbstomp of a conflict, and its still learning.

Nah don't worry. Any unidentified, uncleared transports entering Sector space would be blasted by ground defense before they even got past the Stratosphere. Adenians dont have ships bigger than the typical Sci-Fi definition of "Frigate", and only one planet. So the lack of large-scale construction and colonization allows for some beefy homeworld defense, planet-side.

Well, the lobotomites that are being dropped now are orbital, they drop in pods from orbit, holding a squad of four, and the legion that is invading now is around 400,000 strong, and are piled onto an old carrier craft, under orders to disperse the lobotomites within, then prepare for "sub-orbital termination." I.e. Once the carrier is done dispersing, its gonna plunge into the atmosphere.

Means his AI doesnt know that, if that carrier crashes into a metro area, lots of casualties. And that Drop-Pods may also cause innocent deaths, plus, no telling what the Lobotomites may do. Plus, it'd be cheaper to just dump them in deep space and save the trouble of a potential guaranteed war.
