STDs are by far the best biological weapons. They discourage reproduction and reak havoc on population levels. A sexually-transmitted malaria virus....... oohhh...

They don't have to be concentrated at all. We could simply add it to the atmosphere and wait for it to rain. Acid rain has disastrous effects on wildlife, as well, and messing with pH balances can ruin an ecosystem.
