Fair enough. I should note, though, that in general terms Ameralite merchants are bound by the charters of their polises to only trade strategically valuable goods to friendly powers, or suffer the revocation of their trade privileges. While I don't mind you having what you stated now, any future sales will have to be made directly, instead of indirectly, as I'm not certain Byzantium can be classed as a friendly power by any of the city-states at the current date.

As can mine. The definition of legal is only slightly varied, primarily related to tin bars and ores, copper bars and ores, iron bars and ores, the technology to manufacture the former, and products of the former. Everything else from slaves to opiates is purely movable by any person who wishes to do as much as trade it. Every polis but Larna has those rules, because though profit is paramount, the desire not to be hosted by one's own petard is rather strong.

I have slaves. Government-owned slaves are mostly POWs and people who can't pay their debts to the government. Privately-owned slaves are usually owned by wealthy people who purchased them.

It's not about papyrus, it's about you knowing how to build shit that can cross the damn channel. Also, crossing from Galloway is easier than your closest territory to the British isles.
After a few tries and a few sinking ships you should know what to build.
