I'm not saying you're wrong, if I were in your situation he would face drastic consequences, I'm only saying that you're trying to avoid a war, but following through with killing him is the kind of thing that would start a war.

Oh I know it'll have dire OOC consequences; it would be meta gaming to say that ICly nothing would happen to him though, and I try very hard not to metagame. From an OoC standpoint I don't want war, but ICly I have to have my citizens react appropriately as if they really existed in that point in time and situation.
