No. One of the rules I am proposing to Svelt is that anything which wasn't colonized by this time is, unless a good reason is otherwise given, uncolonizable by Western powers.

At least some colonizing will be done as the Americans and Swedes race to claim the newly-livable(-ish) land in North America.
